The answer is simple - the Corning Gaffer District doesn't care about residents - only businesses.</span><br /><br /><span style="font-size:130%;"></span><br /><span style="font-size:130%;">I wouldn't expect to have a decent quality of life living in an industrial park. I would know - this place is for businesses. The Gaffer District promotes itself as being a nice, clean, trendy, and hip place to live - but that is not the case. The Gaffer District is only interested in helping building owners rent their apartments - they don't care about the quality of life the tenants get once they move in. If they did, they would stand up for the residents and stop all of the DPW noise at night.</span><br /><br /><span style="font-size:130%;"></span><br /><span style="font-size:130%;">A few nights ago a DPW crew was using a large bucket loader to take down snowflake decorations at 1:00am. I am not anti-business, but most businesses on the street are closed after 6-8pm. I found these poor reviews when I did a Google search to find the Gaffer Districts phone number to complain about recent DPW work. There was a crew working up and down Market Street on Monday 3/1 (or more specifically, in the morning of 3/2) taking down Christmas decorations. There were two guys, one with a pick-up truck and one with a large bucket loader. Both trucks were running the entire time. They would go to one decoration, park the truck, keep it running, move the bucket loader up and down, back the truck up (with the back-up alarm beeping etc). I actually approached the men as they were right outside our bedroom window, and one of the workers nicely replied "would you prefer we fire up the chainsaw and start trimming the trees". Hows that for being treated with respect from a public employee.<br /><br />I asked them if it was really neccessary to be doing this work at 12:30am, and they said their boss "Brian McCarthy" demanded that it be done that evening, and if I had a problem with it I should call him. I told them that I doubted they would be making this amount of noise in a residential neighborhood, and the worker agreed stating - that is why they send all of their crews at night to Market Street and Bridge Street.<br /><br />Unlike the other posters I am not a renter, I own a building on Market Street, which makes it more difficult for me to move. Nonetheless, I really dont think the Gaffer District should be promoting second floor living because I just dont think they have created a decent living environment for residents. Second floor living on Market Street is heavily marketed, with all sorts of incentives provided to developers, and the living spaces are nice, but the environment is absolutely horrible.<br /><br />The trouble is that despite all of their marketing towards residential tenants and owners, the City of Corning and the Gaffer District still consider Market Street a "Business District". What this means is that at least a couple times a week there are public works crews on the street cutting down trees, fixing stop signs, hanging banners up for the next business event etc. Normally this wouldn't be a bad thing - until you find out that all of this work is done after midnight. The public works department works in residential neighborhoods during the day - and in business districts during the evening.<br /><br /> You only have to be awakened once at 1am by the sound of large diesel trucks backing up (complete with the BEEP, BEEP, BEEP) or by chainsaws trimming trees, to realize that you have made a mistake in moving here.<br /><br />If you want to work in the Gaffer District - Great - but if you want to live in Corning, do yourself a favor and move away from the Gaffer district.<br /><br />I only wish I had spoken to other tenants before signing my lease. Once my lease is expired I will be moving to an area that the city considers "residential" so I can finally have a night with uninterupted sleep.Unknownnoreply@blogger.com2
